feat: 新增 RJ 周数据处理功能

- 新增 RJData 配置块，支持周数据目录和字段映射
- 自动调度增加 RJ 周文件检查（与现有 7 天检查为 AND 关系）
- 处理器支持 RJ 表专用字段映射
- 目标表: 2_6GRJGD, 2_6GRJYD
- 字段: 开始时间, 结束时间, gNBId, cellId, gNBplmn, 上下行总流量_GB
