refactor: 优化RJ数据处理代码
- 优化 get_status() 中重复调用 state.current_config()
- 优化 _check_and_run_locked() 中重复创建 RemoteDataDownloader
- 预构建RJ字段映射缓存，避免每次调用 _get_field_map_for_table 时重新解析
- 优化 _find_rj_data_directories()，优先使用配置路径而非全量递归

- 新增 RJData 配置块，支持周数据目录和字段映射
- 自动调度增加 RJ 周文件检查（与现有 7 天检查为 AND 关系）
- 处理器支持 RJ 表专用字段映射
- 目标表: 2_6GRJGD, 2_6GRJYD
- 字段: 开始时间, 结束时间, gNBId, cellId, gNBplmn, 上下行总流量_GB
