+当前会话未设置项目目录（无工作区、无明确工作目录的临时会话）时，除用户明确要求外，不得调用 project_resolve_or_create 或 project_create 创建 MemRelay 项目，也不得写入项目范围的记忆或检查点。此时只允许写入符合条件的全局范围记忆。会话开始时仍调用 capabilities_get 并读取全局规则；仅在已设置项目目录时才解析项目并读取项目上下文。
