+小区匹配与开通前后对比改为按「网元ID + 物理站点」识别站点，不再按整个基站ID/网元展开小区。开通清单用对应基站ID+物理站点名称，CellData用网元+物理站。同一网元下不同物理站分开统计；同名物理站但不同网元（如后续4G）不合并。开通前后对比、覆盖楼宇/栅格sheet增加物理站点字段。对比汇总只计入该网元+物理站点自己的CGI。
