+开通前后对比的最新一周流量/用户数改为 SourceData/Capacity 中 st_ctime 最新的 xlsx 的 5G sheet，按 NCGI 汇总。流量=5G上下行总流量，用户数=RRC连接最大连接用户数。

+单测：后创建但文件名更早的文件被选中；对比行累加 Capacity CGI。实读当前目录选中 0824-0830（ctime 13:56:47 晚于 0831-0906 的 13:56:12），33218 个 CGI。未跑 GPKG。

+提交推送。用户重跑 main.py。若他们本意是要用 0831-0906 周数据，需让该文件创建时间更新（重拷一份）。

+Capacity 在子目录，不会被 SourceData/*.xlsx 指标缓存扫到。匹配键仍是网元+物理站点。不要用文件名判断最新。
