+修复 CellData.sql 因 cellinfo/_sector_infer 与 sector_band_ref 排序规则不一致导致扇区推断失败的问题。数据管理上传 celldata.sector CSV 时必须以 CGI 为业务键：不存在则新增，已存在则由上传行更新覆盖，并清除该 CGI 的历史重复行，避免继续追加重复数据。其他表的既有导入语义不随意改变。
