+CapacityReport CSV 导入已支持自动识别 UTF-8（含 BOM）和 GBK/GB18030。真实 sector_模板.csv 识别为 GB18030 并完整解析 67018 行；直连 MySQL 使用检测编码，Metrix API 模式临时转 UTF-8 后上传并清理。CapacityReport 提交 d6dfb31，Metrix 父仓提交 6c0c7d8，均未推送，工作区干净。
