最新一周流量/用户数：从 Capacity 5G 读 NCGI，仅 460-00-网元ID-xx 提取第三段为基站ID；按网元ID+逻辑站点名对小区求和；460-15 跳过。开通前后对比按该组合匹配一次，不按 CGI 累加。
验证
单测：460-00 提取 ID；460-15 返回空并跳过；同逻辑站 10+5 流量合成 15，对比表只计一次。未跑 GPKG。
给下个会话
NCGI 格式必须 460-00-，不要再接受 460-15。Capacity 按创建时间选文件。匹配键仍是网元+物理站点。
