已完成关键实现
mro_to_csv.py使用 lxml 6.1.1 实现，仅解析第一个<measurement>并在解析到第二个时停止。去除MR.前缀，仅保留 31 个smr字段。CSV 头部额外加入FileName, eNB, id, MmeUeS1apId, MmeCode, MmeGroupId, TimeStamp以保留上下文信息。- 项目目录结构已确定：
source/放 XML，output/放 GBK CSV，aidocs/用于本地记忆，.venv包含运行时依赖。

注意事项
- 不要 修改脚本以导出所有 measurement，除非收到明确需求。
- CSV 必须使用 GBK 编码 以兼容 Windows 控制台。
- 依赖保持在
lxml==6.1.1，不添加额外库，遵循 KISS 与 YAGNI。
