CapacityReport sector 修复已完成本地实现与真实 MySQL 8.0.44 验证。CellData.sql 对网络和 PLMN 比较显式使用 utf8mb4_unicode_ci，混合排序规则场景完整执行成功，460-00-122116-32 推断为江门恩平敬老院2/江门恩平敬老院/TDD/F频。celldata.sector CSV 仅在 cell_data+sector 路径按 CGI 导入：不存在新增、存在覆盖、上传覆盖范围内历史重复行清为一行、CSV 内重复取最后一行、空 CGI 拒绝，其他表仍追加。真实 MySQL 验证新增/更新/重复清理统计和事务失败回滚均通过，共 6 项测试通过。下一步：提交推送、构建离线镜像并只部署 /opt/capacityrepost 的 capacityrepost-web；更新数据卷 CellData.sql，禁止改动旧实例和两个 MySQL。 |
