记忆策略切换：仅用 MemRelay，本地记忆文件冻结
本次变更
- 应用户要求不再双边维护记忆：docs/project_context.md 顶部加冻结声明（只读归档，截止 2026-08-13），README 两处引用同步改为“历史归档，记忆由 MemRelay 维护”；提交 d2ef239（main）。
- 用户已自行把 .cursor/rules/rules.mdc 替换为 MemRelay Agent 工作流规则（.cursor 被 gitignore，不入库）。
- MemRelay 记忆同步：rule「工作流程」与 fact「项目定位」均升到 revision 2，明确“项目记忆只记 MemRelay，本地记忆 markdown 只读（含子模块内历史记忆文件）”。
给下个会话
- 不要再更新 docs/project_context.md、CapacityReport/docs/project_context.md、InterferenceETL/aidocs/project_context.md；新知识一律 memory_save，阶段性进展 checkpoint_save，凭证进密码库。
- 当前版本：main @ d2ef239，工作区干净；线上 metrix-app 运行 9361c16 健康。无进行中任务。
